The El Paso Diary is written by José Pertierra--an attorney who represents the government of Venezuela in its request for the extradition of Luis Posada Carriles. A New Era in French-Cuban Ties
Brief but intense, the historic visit by French President Francois Hollande to Cuba allowed strengthening bilateral ties and reaffirmed the Caribbean island”s position in the international scenario. Hollande arrived in Havana on Sunday night as part of a Caribbean tour that also included Guadeloupe, Martinique, Saint Bartholomew and Saint Martin, and left for Haiti on Tuesday morning.

Cuba will come off the terrorist list, but the blockade will remain intact
ON April 14, President Barack Obama notified the U.S. Congress of his decision to remove Cuba from the list of state sponsors of terrorism. From that date, the government must allow a period of 45 days for Congressional and public comment, before Cuba’s removal from the list becomes effective. Two weeks ago, Cuban-born Congresswoman Ileana Ros-Lehtinen (Republican-Florida) introduced a bill in the House of Representatives to reverse the President’s decision. However, her efforts met with resounding failure, and she was forced to withdraw the bill

French President concludes successful visit to Cuba
Cuban President Raúl Castro Ruz bid President François Hollande farewell at José Martí International Airport, yesterday May 12, thus concluding the French leader’s visit which began May 10. The trip marked an important milestone as the first by a French head of state to Cuba. After conversing briefly within the airport treminal, Raúl accompanied Hollande to his plane, which proceeded to Haiti, the President’s last stop on his Caribbean tour. Hollande thanked the Cuban leader for the “very useful” visit and predicted that many other Presidents would soon visit the island.

Process to Restore Ties With US Is Going Well, Says Raul Castro
Cuban President Raul Castro said today that the process of re-establishing ties with the United States is going well, but we are setting ”our own pace”. Castro said that US President Barack Obama has the executive power to submit to the Congress – as he already did- the order to exclude Cuba from the State Sponsors of Terrorism List. The deadline to deal with that matter is met in a few days, said Castro referring to Obama’s decision to exclude Cuba from the list, and announced that then they will move on to appoint each country ambassadors.

Putin Prioritizes Keeping the Pace in Modernization of Armed Forces
Staring today, Russia is working with prioritized indicators to modernize its armed forces types, as directed by President Vladimir Putin at a meeting yesterday with senior military and industry representatives. During the meeting held in Sochi, the president said that towards the end of this summer every military body must meet the planned parameters of modernization of its armament, and defined the corresponding figures, according to the TASS news agency.

Presidents of Iran and Iraq Propose Multisectoral Alliance
The presidents of Iran, Hassan Rouhani, and Iraq, Fuad Masum, on Wednesday agreed on the consolidation of a strategic alliance between the two neighbors, especially in the economic and commercial fields, and the fight against terrorism. Rouhani met with Masum immediately after the official welcoming ceremony in this capital, where the Iraqi president arrived on Tuesday night heading a large delegation for a three-day visit to ratify the good bilateral ties.

Another Devastating Earthquake in Nepal
Kathmandu, May 12 A new earthquake, between 7.1 and 7.4 degrees on the Richter scale rocked Nepal today, whose residents are still recovering from the psychological and material occurred on April 25 impact.
