The El Paso Diary is written by José Pertierra--an attorney who represents the government of Venezuela in its request for the extradition of Luis Posada Carriles. First Deputy Minister of Foreign Affairs of Cuba begins working visit to Vietnam

The First Deputy Minister of Foreign Affairs of the Republic of Cuba, Gerardo Peñalver Portal, arrived in Hanoi this Sunday to co-chair the seventh round of political consultations between foreign ministries.
