<p>The head of state, who in his capacity as president of the National Defense Council received the minister dressed in an olive green uniform, confirmed to the visitor the significance of his stay in Cuba, not only in the exchange between the Ministry of Public Security of Vietnam and the Ministry of the Interior, but also in the field of bilateral and partisan relations between our governments, parties and peoples.</p>
<p>For us – he said – Vietnam is a brother country; With Vietnam we have a close relationship of brotherhood and friendship. The historical ties that unite us are very strong, he added, which are based on the relationship between Commander in Chief Fidel Castro Ruz, Army General Raúl Castro Ruz and Ho Chi Minh, as well as later on the entire bond of continuity that we have had over the years with Vietnamese leaders.</p>
<p>For those of us who belong to my generation, which was born with the Revolution, all of this has profound significance, he commented. As a clear example of this, he shared with the visitor how, with our talent and efforts, with the participation of our health system, our scientists and the people, we were able to develop a successful strategy to combat the virus: three vaccines and two vaccine candidates, as well as build lung ventilators to supply those who were never allowed to reach Cuba.</p>
<p>After recounting many of these actions implemented in the country over the past three years, the Cuban president assured, once again, that &#8220;for us, cooperation and collaboration with Vietnam are very important.&#8221;</p>
<p>With the Vietnamese we have the broadest, most honest, most open dialogue, because there is mutual understanding of the problems we have to face, which are the same, he pointed out.</p>

<p>The also member of the Political Bureau of the Central Committee of the Communist Party of Cuba reiterated his condolences for the death of Shinzo Abe, the first acting Japanese president who visited the Caribbean nation and a key figure in the advancement of bilateral ties.</p>
<p>Marrero insisted on the sympathy of the Cuban people for Japan and conveyed the greetings of Army General Raúl Castro and President Miguel Díaz-Canel. At the same time, he thanked the Japanese position of support for the Cuban resolution against the blockade that is presented in the United Nations General Assembly.</p>
<p>He also took the opportunity to thank the Japanese Government for the donation of medical equipment and vehicles for public and communal transportation on the Island, as part of the non-reimbursable financial aid.</p>
<p>At the meeting, Marrero Cruz ratified the willingness to strengthen, expand and diversify bilateral relations.</p>
<p>The Cuban Prime Minister mentioned some of the actions undertaken by the State to recover from the complex economic situation that the country is going through, as a consequence of the blockade imposed by the United States and the impact of the covid-19 pandemic.</p>
<p>For his part, Kishida thanked Marrero for his presence at Abe&#8217;s state funeral and stressed that his government will develop the diplomatic legacy inherited from the former prime minister.</p>
<p>Likewise, he lamented the damage caused by Hurricane Ian in Cuban territory and recalled his visit to Havana in 2015, when he exchanged with Commander in Chief Fidel Castro on issues such as the historic friendship that unites both countries, Japanese migration to Cuba and the common position against nuclear weapons.</p>
<p>The meeting with Kishida marked the end of Marrero&#8217;s visit to Japan.</p>

<p>On the second leg of his Asia tour, Cuban Prime Minister Manuel Marrero Cruz arrived in Hanoi on Wednesday for a three-day official visit to Vietnam.</p>
<p>Marrero Cruz was received at the Noi Bai International Airport by the Minister and Head of the Government Office, Tran Van Son, and Vice Foreign Minister Ha Kim Ngoc.</p>

<p>Speaking at the VI Congress of delegates for the 2022-2027 mandate of the capital branch of the Vietnam-Cuba Friendship Association, the head of the diplomatic mission emphasized that the special relations between the two nations have been characterized by fraternity, multifaceted cooperation, solidarity and fidelity.</p>
<p>These ties, he stressed, were forged in the glorious history of the struggle for national independence and reinforced during the revolutionary path undertaken by both.</p>
<p>Hernández Guillén reviewed the trajectory traveled since 1965 by the Vietnam-Cuba Friendship Association, as well as the main milestones in bilateral ties, among which he highlighted the visit made in 1973 by the historical leader of the Cuban Revolution, Fidel Castro, first and the only head of state who traveled to this country in the middle of the war.</p>
<p>He pointed out that this year marks the 62nd anniversary of the establishment of diplomatic relations and urged to keep alive and deepen the spirit of brotherhood and special friendship forged by Fidel Castro and President Ho Chi Minh.</p>
<p>He also expressed infinite gratitude for the countless expressions of support and solidarity received after the incident at the Matanzas supertanker base and recalled that there are many difficult times that Cuba has gone through and has always been extended, to offer all its support. , the hand of Vietnam.</p>

<p>The missive expresses the conviction that the Congress’s “agreements and resolutions will contribute to consolidating the construction of a developed socialist society,&#8221; and as our Comandante en jefe insisted, reiterates Cuba’s high regard for the leadership of the PCV, &#8220;which has been able to lead this heroic sister nation, with wisdom and firmness, facing great challenges and obstacles, along the roads to victory.&#8221;</p>
<p>As an unforgettable symbol of the closeness shared by the two countries, the letter recalls the historic meeting between Army General Raul Castro Ruz and President Ho Chi Minh, &#8220;whose fraternal embrace consolidated the special sentiment that unites us and that has been transmitted to newer generations.&#8221; This year will mark the 55th anniversary of this singular moment, and Cuba will celebrate it, the message notes.</p>

<p>Accompanied by Mercedes López Acea, a vice president of the Council of State and a member of the Communist Party of Cuba (PCC) Political Bureau, and José Ramón Balaguer Cabrera, member of the PCC Central Committee Secretariat and head of its International Relations Department, the distinguished guest placed a floral wreath before the monument to the Vietnamese national hero.</p>
<p>Nguyen Phu Trong, who arrived in Havana March 28, to complete a three-day official visit to our country, was welcomed at José Martí International Airport by Esteban Lazo Hernández, President of the National Assembly of People&#8217;s Power; José Ramón Balaguer; and Deputy Foreign Minister Rogelio Sierra.</p>
<p>On March 29, the PCV general secretary held talks with Army General Raúl Castro Ruz, first secretary of the Party Central Committee and President of the Councils of State and Ministers, who, in a subsequent ceremony, was granted the Gold Star Order, the highest honor awarded by the Vietnamese government.</p>
<p>The party leader&#8217;s stay in Cuba contributed to the development of mutual political confidence and further collaboration between the two countries&#8217; governments, parties, and people.</p>
<p>His intense schedule also included meetings with Cuban authorities to exchange opinions on ways to increase economic partnerships, while some 20 agreements were signed during the visit, addressing a variety of areas.</p>

<p>With the presence of Army General Raúl Castro, President of Cuba&#8217;s Councils of State and Ministers, and Nguyen Phu Trong, general secretary of the Communist Party of Vietnam (CPV), the countries&#8217; representatives signed nine new accords.</p>
<p>A few hours earlier, during the Cuba-Vietnam Enterprise Forum, held in the Hotel Nacional, the emergence of a new Vietnamese concessionaire to operate in the Mariel Special Development Zone was formalized.</p>
<p>The general director of the company Viglacera S.A, Nguyen Anh Tuan, and the Zone&#8217;s general director, Ana Teresa Igarza, signed an agreement recognizing ViMariel S.A under Cuban law, with 100% foreign capital.</p>
<p>Igarza explained to the press that the new concessionaire plans to develop an industrial park of some 156 hectares.</p>
<p>The new concession, with a term of 50 years, allows for the development of a timeline of capital investment, over a five year period starting in 2019, to build roads, and establish communications, electrical, and water networks. The company is also authorized to build standard plants that would be available for lease.</p>
<p>Also signed on the occasion were two other agreements. An administration and sales contract for the New York Hotel, with representatives from the Cuban state enterprise Gran Caribe S.A and the Vietnamese Chao-Viglacera Association; and a memorandum of understanding between the hotel chain Cubanacan S.A and Vietnam&#8217;s HANEL Co, to design, construct, operate, and commercialize a five star hotel in Havana.</p>
<p>Cuban Minister of Foreign Trade and Investment, Rodrigo Malmierca Díaz, additionally announced the approval of two important projects with the Vietnamese company Tin Thanh, one for the construction of a 50 megawatt bioelectrical plant, and another for agricultural development combined with the use of renewable energy to generate electricity, both in the province of Camagüey.</p>
<p>For his part, Vietnam&#8217;s Minister of Industry and Commerce, Tran Tuan Anh, recalled that his country is now Cuba&#8217;s second most important trade partner in Asia and Oceania, but that interest exists in further strengthening and increasing economic relations.</p>
<p>He emphasized plans to expand trade, which currently stands at close to 200 million dollars annually, raising it to 500 million in the short term.</p>
<p>A number of memoranda of cooperation were also signed during the afternoon, addressing the areas of communications and justice.</p>
<p>PRINCIPAL LEGAL INSTRUMENTS SIGNED</p>
<p>1- Accord on interchange and cooperation between the Communist Party of Cuba and that of Vietnam</p>
<p>2- Agreement to forgive the Cuban government&#8217;s debt to that of the Socialist Republic of Vietnam</p>
<p>3- Treaty on mutual legal assistance in the area of penal issues, between the Republic of Cuba and the Socialist Republic of Vietnam</p>
<p>4- Memorandum of understanding on scientific and technological cooperation between the Vietnamese Ministry of Science and Technology and the Cuban Ministry of Science, Technology, and Environment (Citma)</p>
<p>5- Memorandum of cooperation on environmental protection and responding to climate change, between Citma and Vietnam&#8217;s Ministry of Natural Resources and the Environment</p>
<p>6- Accord between Cuba&#8217;s Ministry of Foreign Trade and Investment (Mincex) and the Vietnamese Ministry of Industry and Commerce, on the conclusion of negotiations to establish a trade agreement between the two countries&#8217; governments</p>
<p>7- A framework agreement on Vietnam-Cuba cooperation in the development of rice production, for the period 2018-2022</p>
<p>8- Memorandum of understanding on cooperation in the field of construction between the two countries&#8217; ministries of Construction</p>
<p>9- Cooperation agreement between the Vietnamese News Agency (VNA) and the Cuban press agency Prensa Latina.</p>

<p>Today, 127 years since the Vietnamese leader’s birth, his nation is characterized by rapid economic growth and a great capacity for transformation, which put it in an advantageous position in the face of 21st century challenges.</p>
<p>Born May 19, 1890, in the commune of Kim Lien, Nam Dan district, in the central province of Nghe An, President Ho Chi Minh led the struggle for national independence, finally achieved in 1945.</p>
<p>At the time, Vietnam had been under French colonial rule for 30 years. From a young age, Minh became aware of the change he desired for the future of his homeland – independence and freedom.</p>
<p>Under his leadership, Vietnam faced the world’s most advanced warfare technology, in the hands of the United States, and emerged victorious. His strategy and political legacy are recognized throughout the world.</p>
<p>The path taken by the country, since the implementation of the Doi Moi (Renewal) Policy from 1986, has seen more than 20 million people lifted out of poverty in less than two decades, while primary school attendance has risen to almost 100%, and life expectancy up to 70 years.</p>
<p>According to authorities, the Vietnamese are proud to have fulfilled the desire of their greatest leader and guide, and now intend to build a country 50 or 100 times more beautiful and prosperous.</p>
<p>According to Prensa Latina reports, Vietnam’s most senior authorities recently paid tribute to the revolutionary leader Ho Chi Minh, known as the father of the nation’s independence. The ceremony was headed by the General Secretary of the Communist Party of Vietnam, Nguyen Phu Trong; Prime Minister Nguyen Xuan Phuc; National Assembly President Nguyen Thi Kim Ngan; and President of the Vietnam Fatherland Front, Nguyen Thien Nhan.</p>
<p>On the anniversary of Minh’s birth, celebrated throughout the country with multiple activities, the government of the city that bears his name launched the 2017 tree planting campaign, a tradition initiated by Uncle Ho in 1960, which today offers an opportunity to recognize his contribution to promoting awareness regarding environmental protection.</p>
