				<content:encoded><![CDATA[<p><img class="alignleft size-full wp-image-7662" alt="cuba-misionmilagro1" src="/files/2015/09/cuba-misionmilagro1.jpg" width="300" height="197" />The Miracle Mission of the Cuban collaborators in Paraguay surpasses today about 5,520 eye surgeries performed in the course of this year.</p>
<p>Their work in 2015 began on January 26 for being the staff on holiday and closed on September 1 with 5,521 surgeries, of which 1,605 were of cataract, totaling 25,655 operations in eight years.</p>
<p>This is another contribution to the effort the brigade is making towards the eye health of the Paraguayan people, said Carlos Alberto Perea, head of the group of collaborators.</p>
<p>With this, another link in the chain is devised to achieve its commitment to surgically benefit in late 2015 about 3,000 patients with limited economic resources of this brother country, he noted.</p>
<p>This figure was applauded at the Maria Auxiliadora Ophthalmological Center by the Cuban collaborators, who were collectively recognized, especially the staff of the operating room, Dr. Perea said.</p>
<p>He thanked the patients for the examples of gratitude that are daily expressed to them, and confirmed the commitment of the brigade to continue working tirelessly together with the Paraguayan people in this humanitarian work.</p>
<p>The brigade recently celebrated one decade of work in this nation, the first two years dedicated to sending patients to Cuba for treatment, as a result of the agreement between the respective Ministries of Health in this subject.</p>
<p>Cooperators are providing care to low-income people, who receive in general consultations testing glasses and intraocular lens calculation, laboratory research, surgeries and hospitalization (patients and companions) with diet and delivery of free medicines.</p>
<p>The Miracle Mission or Operation Miracle is a project started on July 8, 2004 at the initiative of the historic leader of the Cuban Revolution, Fidel Castro, and late Venezuelan President, Hugo Chavez.</p>

On July 4, 2006, the then presidents of Argentina, Brazil, Paraguay and Uruguay agreed on Venezuela&#8217;s membership in MERCOSUR, but its incorporation had not been effective yet due to the refusal by the Paraguayan Congress.</p>
<p>On June 29, 2012, in Mendoza, Argentina, the presidents of Argentina, Brazil and Uruguay agreed to suspend Paraguay from MERCOSUR, after considering that the destitution of that country&#8217;s constitutional president, Fernando Lugo, failed to comply with the democratic norms established by the bloc.</p>
<p>In addition, Cristina Fernandez, Dilma Rousseff and Jose Mujica approved Venezuela&#8217;s membership in MERCOSUR and set this date to hold the summit to make their agreement official.</p>
<p>Presidents Cristina Fernandez (Argentina), Jose Mujica (Uruguay), Hugo Chavez (Venezuela) and Dilma Rousseff (Brazil) will attend the Brasilia summit.</p>

The top meeting of the Southern Common Market (MERCOSUR) will formalize Venezuela&#8217;s entry into the regional block, six years after it was passed that membership, but had failed to materialize by the refusal of the Paraguayan parliament.</p>
<p>On June 28, in Mendoza, Argentina, the presidents of Argentina, Brazil and Uruguay agreed to suspend Paraguay from MERCOSUR considering that the summary dismissal of the constitutional president of that country, Fernando Lugo, violated democratic norms established by the regional group.</p>
<p>Fernandez, Rousseff and Mujica decided to approve the entry of Venezuela into MERCOSUR and they scheduled for July 31, the meeting to formalize that inclusion, with which the economic block will be strengthened and it will become the largest holder of fuel oil reserves from the planet.</p>
<p>For Monday afternoon, it is scheduled an informal reunion of chancellors from the four countries as well as a working meeting with experts and technicians where they will agree the terms and define the Common External Tariff.</p>
<p>This ruling seeks to encourage the competitiveness of the country members and prevent the formation of oligopolies and market reserves with criteria for small number of aliquots, low dispersion and homogeneity of export and import rates.</p>
<p>MERCOSUR was founded in 1991 with the purpose to strengthen the regional integration and boost the alliances between the members of Brazil, Argentina, Paraguay (suspended) and Uruguay.</p>
<p>Chile, Ecuador, Colombia, Peru and Bolivia are associate states while Mexico and New Zealand are observers</p>

<p>There is nothing about it because this president fairly elected and his government do not want violence, no blood, said the politician.</p>
<p>In no way anyone can say nothing happens, because otherwise, how come MERCOSUR or UNASUR had excluded Paraguay, or the European Union had sent a mission to the OAS?, he wondered.</p>
<p>The Paraguayan people will never forget the rupture on June 22, Lugo said, who referred to the ideological and political persecution in his country.</p>

<p>The executive that emerged from the parliamentary coup which ousted President Fernando Lugo showed some impatience yesterday to verify whether Insulza&#8217;s proposal, equivalent to leaving everything as is, had any support at all among member states of the organization.</p>
<p>However, Insulza&#8217;s report only received well expected support from the U.S. government, through the Assistant Secretary of State Roberta Jacobson, jubilant with the opinions expressed by the Secretary General of the Organization of American States (OAS).</p>
<p>The Foreign Minister of the current government of Paraguay, Jose Fernandez, told reporters he hoped that a decision would be made at the next meeting of the regional body on Friday.</p>
<p>Meanwhile, one press outlet insisted that there was fear at the Foreign Ministry about the possibility of a majority of the OAS member countries opting to condemn Paraguay.</p>
<p>More discreetly, taking care not to hammer at the theme, President Federico Franco responded to press questions by saying that he hoped the OAS decision would be respectful of the sovereignty of Paraguay.</p>
<p>Nothing else went well for the current government, isolated internationally since the removal of from office of the constitutional president.</p>
<p>The press highlighted the opinion of the Brazilian Foreign Minister Antonio Patriota, who recalled that the report from Insulza is just a personal opinion and reconfirmed the position of the Southern Common Market (Mercosur) in the face of the institutional breakdown.</p>
<p>The Paraguay group Resist, composed of citizen organizations opposed to what they call a de facto government, also played down the importance of Insulza&#8217;s statements and reiterated that the first condition for resolving the crisis must be the reinstatement of Lugo in his post.</p>
<p>Finally, similar statements were made by leaders of the Guasu Front, the coalition of parties and organizations that put Lugo in the presidency in 2008 and are developing a plan for street demonstrations in that direction.</p>

<p>One of the aspects so far is the rush of the current Paraguayan government to hold a new meeting to achieve a statement at least kind of action with which the democratic institutionality was interrupted.</p>
<p>Paraguay&#8217;s Ambassador to the OAS Hugo Saguier did not publicly hide the rush for getting on Friday the call to new deliberations to try to reach a favorable accord in that occasion.</p>
<p>The diplomat and his government are actually trying to give a little time to the State members to coordinate positions about Insulza&#8217;s report, from which criticisms begin to be discussed.</p>
<p>In short, the coming days will be the scene of the definitive reaction of the continent&#8217;s countries in this new situation for Paraguay.</p>
