				<content:encoded><![CDATA[<p><img class="alignleft size-full wp-image-1990" src="/files/2011/09/minrex.jpg" alt="" width="300" height="250" />The Republic of Cuba will not recognize the National Transition Council or any provisional authority in Libya; it will only recognize a government set up in that country in a legitimate way and by the free, sovereign and unique will of the Libyan people, reads a declaration released on Saturday by the Cuban Foreign Ministry.</p>
<p>In the document, the Cuban ministry announced the withdrawal from Libya of all its diplomatic personnel, following the worsening of the conflict by foreign intervention and NATO´s military aggression, which have hindered a negotiated and peaceful solution by the Libyan people in full exercise of their self-determination.</p>

<p>Under the coarse pretext of protecting civilians, NATO has murdered thousands of them and has turned a deaf ear on constructive initiatives by the African Union and other countries; NATO has even violated the questionable resolutions imposed by the UN Security Council by attacking civilian targets, financing and arming one of the belligerent parties, and by deploying operative and diplomatic personnel in the field, the declaration points out, and notes that nothing can justify the murder of innocent people.</p>
<p>In the document, the Cuban Foreign Ministry demands the immediate ceasefire by NATO and reiterates the urgent need to allow the Libyan people to find a peaceful and negotiated solution, without any foreign interference and in tune with their inalienable right to independence and self determination, and their sovereignty over their natural resources and territorial integrity of their nation.</p>
<p>Cuba also denounces that NATO´s behavior is aimed at creating similar conditions for an intervention in Syria, and demands the end of foreign interference in that country. Cuba calls on the international community to prevent a new war and urges the United Nations to meet its duties in safeguarding peace, as it also supports the right of the Syrian people to full independence and self-determination, concludes the declaration of the Cuban Foreign Ministry.</p>

<p>Spokespersons of the  rebels noted that clashes are taking place in Tripoli and other areas  away from the city between the opposition and forces loyal to Gaddafi,  who is said to be in the city of Bani Walid.</p>
<p>As occasional combats are occurring, the rebels, backed by NATO air raids, still besiege Sirte, Gaddafi&#8217;s hometown.</p>
<p>The rebels also captured Abdallah Al-Hijazi, considered to be a  close collaborator of the almost disintegrated government, according to  the same source of the opposition&#8217;s National Transitional Council (CNT).</p>
<p>As the Libyan situation remains uncertain, leaders of world powers and  Arab countries, involved in the NATO aggression against Libya, are in  session on Thursday in Paris to draw up the plan to be followed for the  reconstruction of Libya after a hypothetical post-Gaddafi era.</p>
<p>Apart from the political decisions, analysts point out that the  conference in Paris aims at setting the economic profit quotas in the  oil, construction and industry sectors from the debts and commitments  assumed by CNT.</p>

<p>Spokespersons of the insurgents say that negotiations continue, but  have not been able to break the will of the tribal leaders of Sirte, so  they are likely to unleash a terrible 10-day battle.</p>
<p>In parallel  with this alleged dialogue, rebels are laying siege to the city with  the cover of NATO air bombings, which have intensified in the past 48  hours.</p>
<p>Gaddafi&#8217;s second wife, Safiya, and her daughter Aisha,  who gave birth on Tuesday, as well as her brothers Hannibal and Mohamed  took refuge on Monday in Argelia, amid strong criticism of the National  Transitional Council (CNT), which attempts to request their repatriation  so that they can be tried.</p>

<p>The British and French military are playing a leadership roll not only  guiding the opposing forces to Gaddafi, but also planning the offensive,  adds the London-based newspaper that quoted insurgent officer Mohammed  Subka.</p>
<p>Sirte that is still under the control of the forces loyal to Gaddafi  was also the target on Friday of the British Air Force, according to  the Defense Ministry of the United Kingdom, one of the initiators of the  aggression against Libya last March.</p>
<p>Sources close to the British Defense Ministry told The Guardian that  the British special forces have been in Libya for several weeks, along  with units from France and from several other countries of Eastern  Europe.</p>
<p>The source also informed that the Tornado planes left the English  base of Norfolk to attack Sirte, but there was no sign that proves the  presence there of the Libyan leader during the attack.</p>
<p>Mohammed  Subka confirmed to The Guardian that the European military took part  alongside the opposition forces in the assault on the western front of  Misrata. The British troops were the most friendly to the rebels, said  the insurgent officer.</p>
<p>Elite commanders of the British army and the Special Air Service  (SAS) are in Libyan territory working as air controllers and aides in  combat tactics, the London newspaper informs.</p>
<p>Rebels decided to  transfer on Friday its leadership from the city of Benghazi to Tripoli  to temporarily govern Libya, in moments of still bloody fighting against  Gadafi&#8217;s supporters.</p>

<p>Opposition  sources say one of their key targets now is Gaddafi&#8217;s hometown of  Sirte, about 250 miles (400 kilometers) from Tripoli, but acknowledged  that capturing that city would not be easy because Gaddafi&#8217;s fellow  tribesmen were expected to put up a fierce fight.</p>

<div>A  group of Libyan businessmen offered the $1.6 million reward for  Gaddafi&#8217;s capture, with the rebel council offering an amnesty to any  Gaddafi follower who kills or captures him. The Libyan rule´s  whereabouts remain unknown until today.</div>
<div>Meanwhile,  Gaddafi troops were still battling opposition forces on the streets of  Tripoli Thursday, and the sound of shelling could be heard in several  areas of the city. </p>

<p>An  intense gunbattle erupted outside the Corinthia hotel where many  foreign journalists are staying, as about a dozen rebels with machine  guns and an anti-aircraft gun fired on what appeared to be Gaddafi&#8217;s  forces shooting from nearby high-rise buildings.</p>
<p>Furthermore,  Fawzi Abu Ketf, deputy defense minister of the rebel National  Transitional Council, said fighting was raging Thursday outside Bin  Jawad, 400 miles (650 kilometers) south of Tripoli, but he had no  details. Gaddafi loyalists ambushed rebels advancing toward the city on  Wednesday, killing at least 20 of them.</p>
<p>The  ambush showed that pro-government forces retain the ability to strike  back even as the rebels tighten their control over the nation&#8217;s capital.</p>

<p>p&gt;<img class="alignleft size-full wp-image-1895" src="/files/2011/08/south-africa.jpg" alt="" width="300" height="250" />South Africa has denied sending a plane to allow embattled Colonel Muammar Gaddafi to leave Libya, as it pledges to make a contribution to the rebuilding of that country.</p>
<p>&#8220;The South African government would like to refute and dispel the rumours and claims that it has sent planes to Libya to fly Colonel Gaddafi and his family to an undisclosed location,&#8221; International Relations Minister Maite Nkoana-Mashabane told reporters.</p>
<p>She did confirm, however, that a plane was on stand-by in Tunisia to rescue South Africans and embassy staff trapped in the conflict-riddled Libya, BUA News reports.</p>
<p>South Africa has put forward its position on the troubling issue as news broke of rebels taking control of Tripoli.</p>
<p>The South African information service has quoted media reports indicating that an insurgent spokesperson had said the anti-Gaddafi forces now control over 95 percent of Tripoli, including the Libyan state radio building.</p>
<p>But Gaddafi, who had remained defiant, BUA News says, earlier had made two audio addresses over state television calling on Libyans to fight off the rebels.</p>
<p>The South African Government has said it will support the will of the people of Libya.</p>
<p>A Foreign Ministry statements reads that &#8220;with the imminent fall of the government of Colonel Gaddafi, we wish to urge the interim authority in Tripoli to immediately institute an all-inclusive inter-Libyan political dialogue aimed at building a truly representative and people-centred dispensation.&#8221;</p>
<p>President Jacob Zuma is part of the African Union special mission to end the conflict in Libya and has visited that country twice.</p>
