China today demanded that the United States stop the harassment and not raise more barriers to bilateral ties, after stressing that their stable development benefits the common interests and those of the international community.

According to an official statement, Foreign Minister Wang Yi made these remarks during a telephone conversation with US Secretary of State Antony Blinken.

The foreign minister criticized Washington for clinging to ideological prejudices and trying to curb Chinese investment with its new controls on the export and trade of machinery and semiconductors for supercomputers and artificial intelligence from the Asian country.

He denounced that these are violations of free trade norms and urged to correct them because they harm both the interests and the legitimate rights of Beijing.

Wang also called on the White House to pay attention to the report of the recent Congress of the Communist Party (CPC) of China, as it contains the future aspirations of the country in multiple aspects and defines the path to follow to achieve them.

“If the United States really wants to understand China, please study the CCP’s 20th Congress report carefully. China’s domestic and foreign policies are open and transparent, its strategies are transparent,” he noted.

Blinken, for his part, indicated that the world expects more cooperation between the world’s two main powers and expressed Washington’s willingness to maintain communication on the future of relations, the official note said.

The sides also discussed the Russia-Ukraine conflict, and Wang called for calm, more diplomatic efforts and peaceful negotiations.

Wang Yi stressed that all parties to the conflict “must exercise restraint, make a calm decision and intensify diplomatic efforts to prevent the situation from further escalating or even getting out of control.”

The Chinese foreign secretary also pointed out that “putting Sino-US relations back on the path of stable development” is in the interests of both countries and the international community.

Last July, the two heads of diplomacy spoke in the context of the G20 Summit held in Bali, Indonesia, and thus gave continuity to other high-level contacts held by representatives of both countries.

During that meeting, they agreed to promote intergovernmental consultations and also collaborate in areas such as public health and confronting climate change.

But the exchanges are not prospering amid renewed friction over issues such as visits by US politicians to Taiwan, economic-commercial restrictions and charges against Chinese citizens accused of harassing compatriots on US soil.

-Communist Party of Cuba First Secretary and President of the Republic, Miguel Díaz-Canel, appeared on Cuban television, yesterday evening, and stated, “Peace and citizen tranquility, respect and solidarity among compatriots and others in need around the world, saving Cuba to continue building, growing, dreaming and achieving the greatest possible prosperity. This is our message to our people.”
- If they remove the blockade, if they leave us alone and allow us to act with our own talent, we can achieve prosperity and expand the Revolution’s immense work for social justice, he insisted.
- We have not been able to address many of the people’s dissatisfactions, because of the blockade, among other factors, he said.
- In the midst of fake news reports and perverse manipulation regarding Cuba, he noted that Army General Raúl Castro Ruz is present, ready to support the Revolution, with his boots on and a foot in the stirrup.
- He added that the way social networks are being used to attack Cuba constitutes media terrorism.
- We cannot allow them to disunite us, to divide us, he said.
- The First Secretary referred to Fidel’s words in 1992: Difficult times are difficult times; in difficult times the number of people wavering increases. In difficult times – and this is a law of history – there are those who become confused, there are those who become discouraged, there are those who are intimidated, there are those who become soft, there are those who betray, there are those who desert. We cannot allow those who do not want the best for our land to disunite us, to divide us. But it is also in difficult times that men and women are tested; it is in difficult times that those who are worth something are really tested,” and Diaz-Canel added: “Our people are worth something; they are worth a lot and will act in this way, fearlessly, with courage and determination. This people will never lack patriotic virtues.
- We are calling for peace, understanding and harmony, the President reiterated.
- We are going to defend the Revolution, whatever the cost, we are calling for harmony and for no one to allow hatred to be introduced. Let us not allow anyone to divide us. Our problems will be solved by Cubans. We call for the unity of the entire Cuban family, our institutions and the people… This is a country of security and tranquility, Díaz-Canel insisted.

It takes a lot of nerve for the U.S. President to assume a tone of concern for the Cuban people, while maintaining the genocidal blockade and allocating millions of dollars for subversion in our country.

Displaying colossal hypocrisy, he repeated the Trump administration’s script, rushing to invest as “legitimate” the groups of vandals who disturbed the peace and public order in Cuba, this past Sunday, July 11.

Party Political Bureau member and Cuban Minister of Foreign Affairs, Bruno Rodriguez Parrilla, on Monday denounced the complicit words of U.S. President Joe Biden, who called on the “regime” in Havana to “hear the Cuban people” and “serve their needs at this vital moment.”

Rodríguez agreed that it would be a good idea for Biden to listen to the Cuban people who have demonstrated against the blockade, and that he should also hear the U.S. citizens calling for an end to hostile policies toward Cuba, and eliminate the 243 measures implemented during the Trump adminsitration.

The latest example of the cynicism of the U.S. government with regard to Cuba is the launching of new programs for “the promotion of democracy,” which, just a few days ago, were granted another two million dollars for counterrevolution on the island, in addition to the more than 20 million allocated previously.

Cuba´s Foreign Minister Bruno Rodriguez on Wednesday denounced the interference in the internal affairs of States and the use of non-conventional methods to overthrow governments before a conference of the Non-Aligned Movement.

On speaking online at the Ministerial NAM Conference, the foreign minister warned of the threats and actions in violation of international law undertaken with the purpose of ending the sovereignty of territories. On a video, the FM shared on his official Twitter account, the diplomat condemned the use of force and the escalation of unilateral coercive measures applied to nations.

‘The growing threats against our countries evidence, as never before, the need to preserve the NAM and mobilize it to face the pressing global challenges and advance in the construction of a fair, democratic and equitable international order,’ the head of Cuba´s diplomacy sentenced.

The Ministerial Conference of the Non-Aligned Movement took place online from July 13 to today, under the slogan: ‘The Non-Aligned Movement at the Center of Multilateral Efforts to Combat Global Challenges.’

On Tuesday, Rodriguez denounced on a press conference a communicational operation undertaken against Cuba mainly through social networks, with the artificial amplification of messages and the use of false accounts to encourage an alleged humanitarian intervention in the country.

The FM detailed that this operation has been taking place for some time, with multimillionaire resources, laboratories, technological platforms and funds from the US government.

According to the Cuban authorities, the nation is under the effects of an unconventional war, lately intensified, which promotes destabilization actions such as those occurred on July 11 in several cities of Cuba.

To fight against those disturbances, the people took to the streets in defense of the Revolution.

“We are here because the streets belong to Fidel, because the streets of Cuba belong to revolutionaries.” This was the phrase we heard the loudest walking along several Havana avenues Sunday afternoon, July 11, when an entire people came out to defend their Revolution.

We heard it, for example, in front of the Capitol, seat of the National Assembly of People’s Power, and along Prado down to the waterfront Malecon. We heard it up to Belascoaín, and along Carlos III, where neighbors gathered, waving flags and, above all, ideas.

A woman shouted from her balcony, “Viva la Revolución!” and “Viva Cuba Libre!” Her voice joined those of many younger residents who, on the street below, waved the 26th of July Movement flag and repeated, louder and louder, clearer and clearer: “Fidel, Raúl and Díaz-Canel are here,” “Patria o Muerte, Venceremos” (Homeland or Death, We will win).

We heard it along Infanta, from women and men, Cubans with few and many years of age, all with the same conviction: a country like ours, with so many dreams and more than a few pains, is defended tooth and nail, knowing that, as the poet said, “For this freedom/ beautiful as life/ we must give our all/ if necessary/ even the shadow/ and it will never be enough.”

We heard it from Julio Alejandro Gómez, a blogger who joined the honest demands of those who love and create and took to the streets, “because I am a revolutionary and I know that this is a manipulation. They want to take advantage of our needs and problems to apply the same formula of ‘social unrest’ that they have used in other countries; but with Cuba there are no formulas that work. The Revolution belongs to the people and is defended by the people.”

We heard Alberto Bermudez, who lives on Infanta, and in the midst of the racket, hummed “I die as I lived” with a group of buddies and, soon thereafter, it was the notes of the national anthem they offered.

“Unity and continuity,” others shouted, while Alberto interrupted his song to affirm, “Fidel, this is your people, and the streets belong to the people. The order has been given and we are here. We are going to win, in spite of COVID-19, in spite of whatever.”

The same phrases, shouted along the way, led our group of reporters to Alfredo Vázquez, provincial secretary of the Federation of Cuban Workers in Havana, who was injured in one of the confrontations with the “destabilizers.”

“They hit me hard on the head and I ended up with a seven-stitch gash. But here I am, my flag stained with blood, ready to continue defending the Revolution, because to die for the Homeland is to live,” he insisted without slowing his pace, just like Cuba, the land of revolutionaries who are never intimidated.

And there beside Via Blanca, Faustino Leonard, a resident of Cerro municipality, also spoke to us about the day, with the remains of rocks thrown still on the street.

“The quarrel was tough here, but there were more revolutionaries. The saboteurs ran away to hide, probably to some cave, like rats usually do. Let no one doubt it, this country belongs to the people, and will continue to belong to us.”

“The Ministry of Foreign Affairs opened its arms to the new diplomats of the people, who they proudly represented. It has been said many times that this institution was not founded by career diplomats, but by diplomats on the run, those men and women, most of them very young, had the best of diplomas: that of revolutionaries, patriots, true to Martí and Fidel,” commented Miguel Díaz-Canel Bermúdez, President of the Republic, speaking at the commemoration for the 60th anniversary of the Ministry of Foreign Affairs (Minrex), recalling the beginning of the ministry. He added that the institution is the Revolution’s first battle trench abroad, and has played an exemplary role in defending our international policy.

Also attending the event that paid tribute to the martyrs of revolutionary diplomacy were José Ramón Machado Ventura, second secretary of the Communist Party of Cuba Central Committee; Political Bureau Esteban members Lazo Hernández, president of the National Assembly of People’s Power; and Bruno Rodríguez, minister of Foreign Affairs, as well as other members of the Council of Ministers.

If all democratic forms of government have been subjected to the most challenging tests during these times, this has been seen nowhere more ferociously than in Our America, where they have been placed in serious danger. From south to north, military lodges, landholders, power brokers, uncouth oligarchies, and big business, in sinister complicity, with no holds placed by the UN or the OAS, have abolished fundamental human and civil freedoms. The cynical manipulation of popular will, and the violent removal of constitutionally elected governments by despots of a typical totalitarian cut, characterize this dramatic process that threatens the entire continent.

Fifth column pseudo-Marxists and imperialist greed reign today over an array of prostrate nations, at the mercy of big shots, local bosses, carpetbaggers, bankers, and unscrupulous businessmen. A few governments with popular roots, the majority plagued by administrative corruption, social dislocation, electoral demagoguery, and colonial exploitation, complete the somber picture. There is no doubt that the fate of democracy is at stake. The urgent imperative of a broad front of resistance to the uncontrolled aggression of the enemies of popular freedoms is glaringly clear.

Unquestionably, the democratic conception of life, society, and the state is essential to the spirit and historical development of our peoples. But it is no less the case that this concept is now threatened by the most reactionary, rapacious forces of our era.

The central question to be debated is how to push democratic regimes to the point of promoting within the people the impassioned determination to defend them, at the cost of their lives, in all contingencies and vicissitudes. A democratic regime without economic content, without a broad social base, and without the active participation of the people in directing public power, is a useless impediment in this historic period of transition. On this there can be no beating around the bush or euphuisms.

The fundamental problem facing democracy, at this time, is how to organize society without undermining freedom in any way. On the global level, it is imperative that democracy clearly recognize the subjective rights of traditional rights. The questions that torment human beings can only be resolved with the “discovery and establishment of a more just legal structure that allows the problem to be reduced to its true terms.”

Traditional rights can only exist now in function of society. No individual interest that is counterpoised to social interests is legitimate. If we aspire for humans to recover their “lost fertility” and develop fully their aptitudes and powers, things must be socially contextualized. The task which the democratic movement faces is extremely complex.

In the specific case of Our America, we must deal with what history has given us. On the material and cultural level, much progress has been made thus far this century. Viewing the process as a whole, it must be recognized, however, that the economic, social, and administrative structure of Latin American peoples is in need of substantial change. This transformation must be combined with respect for public freedoms and with an international policy that forcefully repudiates regimes that disregard human dignity.

We must insist that only through clean elections, honest administration, public freedoms, economic wellbeing, social justice, diffusion of the merits and consolidation of sovereignty, can representative institutions in the hemisphere be saved. This is a unique opportunity to give the struggle against dictatorships in the Americas content and historical perspective.

American states have assumed the commitment to guarantee our peoples freedom and justice by signing the UN Human Rights Charter and the Rights and Duties charter at the Ninth International Conference of American States in Bogotá.

Peace is the supreme aspiration of men who consider liberty an imperative of conscience. The role played by leaders of the work force is of the first order. No one like them can contribute the most pressing and effective formulas for social improvement to strengthen the democratic regime.

Nor can the problem of industrialization of Our America be neglected. Increasing the economic strength of our peoples is one of the most effective means to build up and consolidate democratic regimes, and rein in imperialists of all bands and types.

The way in which more developed countries can contribute to expanding our economic potential must be considered with this question in mind: Can representative governments that are respectful of public freedoms, and those founded on the usurpation of popular will which deny their citizens access to essential human and civil rights, be placed on equal footing in terms of this help? Can the controversial question of recognizing de facto governments be overlooked?

On this issue, there are no guidelines within intra-American law, or unanimity of opinion among foreign ministries.

If democracy needs both Americas to overcome the deep crisis we face, it is imperative that the good neighbor policy be effectively restored. After the death of Franklyn Delano Roosevelt, on many occasions, “We have been the good and others the neighbors.” May the government of the people, by the people, and for the people stop being the government in name only of the people, without the people, and against the people! May the America of Juárez and the America of Lincoln live on equal footing, in peace and harmony!
(Excerpts from 15 años después, Editorial Librería Selecta, Havana, 1950).

* Raúl Roa García (1907-1982) was a writer, professor, historian, political leader, and diplomat, who served the Cuban Revolution as Foreign Minister from 1959 through 1976.
