<p>According to the website www.cubaminrex.cu, the director general of the U.S. division at MINREX, Gustavo Machin, stated that efforts are underway to resume the banking services of the Cuban Interest Section in the northern nation.</p>
<p>Those progresses can create an &#8220;appropriate bilateral and regional context to move towards the restoration of diplomatic relations and the opening of the embassies,&#8221; he noted.</p>
<p>The third round of talks on the restoration of diplomatic relations will take place on Thursday, May 21.</p>
<p>The March meeting was to follow up the issues discussed during the two previous rounds, held in January and February, 2015.</p>
<p>In this round, the delegations should exchange on aspects relating to the functioning of the diplomatic missions and the behavior of their officials.</p>
<p>These are issues that have been discussed in the two previous rounds of talks, and in this round, we will analyze them and they will be part of what we are going to discuss during the May 21 meeting, he said.</p>
<p>Of course, Cuba will insist on the observance of the principles of International Law enshrined in the United Nations Charter and the norms established by the Vienna Convention on Diplomatic and Consular Relations, which should be the basis of the bilateral ties and the functioning of the respective missions, he pointed out.</p>

The Spanish agency EFE, in another interview reproduced by several newspapers , describes this film as &#8221; a family drama about Cuban exile, inspired by ( the ) own history &#8221; family of Andy Garcia ( 13). Indeed, it is a film that reflects the social vision and policy-and the concepts of justice and liberty of a Cuban bourgeois family of the time , like Andy Garcia , owner of a major perfume industry in Havana (14 ) .</p>
<p>But absolute vision of Cuban peasant population in the country, then -mayoritaria which over 47% were illiterate ( 15); more than 50% could not send their children to school ( 16) or more than 85 % lacked running water in their shacks ( 17).</p>
<p>That is , apparently , the Cuba &#8221; freedom &#8221; they dream of Cuban extremists as the actor Andy Garcia &#8230; hand friendly interviewers.</p>

<p>Farrar&#8217;s monitoring of the Internet along with his wife occurred  in August 2008, when he addressed a memorandum to the US State  Department described as sensitive, without reporting any obstacle from  Cuban authorities.</p>
<p>The diplomat suggested the White House to facilitate programs to  circumvent regulations established by local Internet providers, as  denounced by <a href="http://cubasi.cu/"  rel="nofollow" target="_blank">cubasi.cu</a> website, reproduced today by Cubadebate website.</p>
<p>The memorandum said that USINT in Cuba welcomes all contributions  coming from Washington, where work is undergoing to develop programs to  avoid Internet filters.</p>
<p>It also announced that he would try to improve local Internet conditions and consider its possible use in website operations.</p>
<p>The text titled &#8220;On-Line Surfing in Havana&#8221; described visits to  several web access points, including some hotels, to verify if the  websites of several organizations benefited by the United States were  easily access.</p>
<p>Farrar reported the impossibility to access webpages of demised and  current organizations that get funds from the US government for the Cuba  Program with the objective to change the political system in the  Island.</p>
<p>Blocked sites included Directorio Democratico Cubano; Centro Cubano  para una Cuba Libre o Grupo de Apoyo a la Disidencia, all affiliated to  subversive projects against Havana.</p>
<p>He recognized having access  to websites of non governmental organizations dealing with human rights  like Human Rights Watch and Amnesty International.</p>
<p>&#8220;You can even unload fully the report HRW 2007 if you are patient enough to wait twenty minutes,&#8221; said Farrar in his memorandum.</p>
<p>He  said that you can also surf websites of USINT, the State Department and  the United Nations Organization, and even those of The Washington Post  and The New York Times journals.</p>
<p>The Cubasi article recalled that in March, Cuban courts gave US  citizen Alan Gross a 15-year prison sentence for acts against the  independence and territorial integrity of the State after proving that  Gross was directly involved in a subversive US plan to destroy the  Revolution using infocommunication systems.</p>
