Participating on the Cuban side were Army Generals Leopoldo Cintra Frías, minister of the FAR; Álvaro López Miera, first deputy minister and head of General Staff; as well as Deputy Ministers Ramón Espinosa Martín and Joaquín Quintas Solá.
