<p>In the ceremony held in the Laguito Protocol Hall, in Havana, the work of officers and workers from the Ministry of the Interior and the Revolutionary Armed Forces, the fire and rescue corps, as well as workers from other agencies of the Central State Administration, who participated directly in extinguishing the fire and assisting the victims.</p>
<p>At the proposal of the Ministry of the Revolutionary Armed Forces, the Antonio Maceo Order was awarded to a group of official and civilian workers who, demonstrating high combative qualities, leadership capacity and command of the cadres, contributed to making decisions to put out the fire and reduce the loss of human lives and material resources.</p>
<p>Similarly, at the proposal of the Ministry of the Interior, the June 6 Second Degree Order was awarded to six officers and one civil worker, for their outstanding participation in the work of extinguishing the fire.</p>
<p>Also at the proposal of the FAR, it was decided to award the Third Degree Order for Service to the Homeland to 18 officers who are part of the helicopter crew, and the Ignacio Agramonte Medal to 11 officers who participated in the construction of the wall of containment to stop fuel spillage.</p>
<p>At the ceremony, the Calixto García Medal was also awarded to a representation of FAR officers and civilian workers who helped save lives and preserve economic resources that were in the perimeters close to the incident.</p>
<p>Likewise, medals were awarded to Minint officers who, from their specialties, ensured the mission assigned to the firefighters to extinguish the fire, and who were at the scene of the event at the time of the explosion of tank 52, resulting in injuries. Several of them.</p>
<p>These decorations will be awarded posthumously to the firefighters and workers who died as a result of the fire, in acts that will take place in their respective provinces.</p>
<p>Officials awarded this Wednesday commented to Cubadebate that the recognition constitutes a tribute to the people of Matanzas, in particular, and of Cuba, in general, who at all times accompanied the firefighters and other specialists who did not stop working until they went out the flames</p>
<p>Several members of the Political Bureau of the CCPCC, State and Government leaders, as well as political and mass organizations participated in the act.</p>
<p>The fire of great proportions, unprecedented in the history of the country, began on August 5 due to an electrical discharge. It caused the death of 16 people and injuries to dozens.</p>

<p>This was one of the works that were damaged by the shock wave of the explosion that occurred on May 6 at the Hotel Saratoga.</p>
<p>The piece, by Cuban painter Miguel Díaz Salinero (1874-1944), is an appropriation of a photograph taken in 1892 of José Martí, in Kingston, Jamaica. The artist, a student of Leopoldo Romañach (1862-1951), dedicated a large part of his work to developing this type of iconographic work, especially of the National Hero, about whom he made more than a dozen pieces, some of which are part of the collection of the José Martí Birthplace Museum.</p>
<p>According to Juan Carlos Bermejo, director of the easel painting restoration workshop, the painting received several impacts and inlays of crystals and solid materials. &#8220;The most serious damage was in the head area, but there were scattered damage throughout the surface and the frame.&#8221;</p>
<p>The piece had been restored in 2013 in the workshop itself, when it was ready to be exhibited at the Martí Theater from its reopening on February 24, 2014: “On that occasion we put some patches on the canvas, we touched up the painting and we varnish”.</p>

<p>“Now it was necessary to reline it —explains the expert restorer and also a photographer— because there were numerous breakages and this structurally compromised the work. The relining was done with high quality linen and as an adhesive we used wax-resin, which is the most recommended due to the relative humidity and other peculiarities of Cuba. We changed the reinforcement brackets to the frame. The frame also suffered from the impacts, we reconstructed the damage of the molding, and applied a patina of aging”.</p>
<p>“Upon receiving the piece, the first thing was to relax the support, says Bermejo. Then, we remove the canvas from the frame to proceed with the relining, a process that takes heat so that both fabrics adhere. Once the ironing is finished, we clean the excess wax-resin, return the work to the frame and start the stucco, whose function is to reconstruct, with a mixture of wax and calcium carbonate, the surface of the lost fabric and the damaged pictorial layer, imitating the original texture. Then we varnish and touch up with the appropriate pigment. As a closure, the finishing varnish”.</p>
<p>This restoration is the result of the collective work of specialists such as the veteran Leandro Grillo, Antonio Torrens, Juan Carlos Bermejo and Alejandro Mato, the latter still a student at the University of the Arts.</p>

<p>She served as president of the provincial Upec, worrying about the journalists who suffered burns when she blew up the first tank and the fire wanted to devour the first thing in front of it. She visited them, called them. She had coffee with them.</p>

<p>Matanzas is recognized for its natural values. Precisely, the sinister described as the first of this magnitude in the history of Cuba occurred very close to the bay, in an area close to different towns that were seen under the smoke coming from the place of the disaster.</p>
<p>The newspaper Girón spoke with Oscar García Martínez, delegate of the Ministry of Science, Technology and Environment (Citma) in Matanzas, about the environmental impact of this event in the territory and the work that has been carried out to monitor and reduce damage to the environment .</p>
<p>—What were the main damages detected at first from the environmental point of view?</p>
<p>The main damages are to the atmosphere, that is, to the quality of the air, as in any fire. During the days that the fire lasted, we established a work system that allowed us to monitor the main polluting gases. Strong convective activity in the fire caused that plume of smoke to rise. The levels of contaminants measured were low, they do not compromise human health.</p>
<p>“A monitoring network made up of a total of 16 observers and specialists distributed throughout the most vulnerable areas was established, and they informed us every three hours about the state of the environment, if they felt irritation in the eyes, mouth and nose. In addition, the fact that visits to the Primary Health Care system have not increased means that there was no affectation associated with this event. The team, coupled with this, established measurements at five points. The indicators demonstrated compliance with Cuban standards in the environment.</p>
<p>“Another important element is the quality of the water in the bay. From the first moment, barriers were established to prevent a possible spill into the sea. From the second tank, there was a spill that was contained thanks to this measure. In any case, sampling is also carried out in the bay that corroborates from the visual and the contamination that there is no damage right now”.</p>
<p>—Matanzas has experiences regarding the containment of hydrocarbon spills. Did the studies carried out on this subject allow us to react more quickly?</p>
<p>As it is one of the most important provinces in terms of oil extraction and marketing, experience has been acquired from the Civil Defense and it is already known how to act in the face of a phenomenon of this type, according to research by science centers. Although it reached a large scale and we had never experienced a spill associated with a fire, the key is to be able to immediately design the observation points, the ways to control and mitigate this type of event.</p>
<p>—The studies carried out respond to a more immediate stage. Do you intend to develop other research on the long-term effects?</p>
<p>The measures mentioned correspond to the first stage. In this second phase, of recovery, we are going to follow up with another monitoring system that covers aspects related to the soil, agricultural production, traces in the milk of cattle; that is, a series of elements that allow knowing the real magnitude of the impact of the incident. The investigation can last two months.</p>
<p>“Then we are going to do a long-term analysis, we plan to extend it up to two more years with other parameters, to re-evaluate soil, vegetation and food chains. We will use well-designed indicators and a sampling system for the area of ​​the cone of influence of the pollutant cloud”.</p>
<p>—In one of the reports from Citma, they explained that the cloud contained sulfur dioxide, nitrogen oxide, carbon monoxide, among other substances. Did these concentrations dissipate with his disappearance?</p>
<p>These gases come from combustion, once extinguished the flames go down considerably. Some columns of smoke may still be produced in the area due to the emissions, but now that the danger has passed, the focus that caused the increase of these pollutants into the atmosphere has disappeared, therefore the emissions are in the range in which we are used to living. the Matanzas.</p>
<p>—How do you deal with the population reports? Were people&#8217;s testimonials helpful?</p>
<p>Many townspeople joined the network of observers, alerting us if there was any anomaly. There is also a commission by the Citma subgroup of the Defense Council that deals with the situations described. We attend the place, evaluate and recommend how to act. All the cases have been related to the rains. We always warn about the need not to be exposed to it because the waters were loaded with particles that gave a black color. For example, in rural areas such as the Yumurí Valley and Corral Nuevo, the rain left a kind of soot, but it did not cause health consequences or compromise crops or livestock.</p>
<p>—Have acid rains been reported in Matanzas? What is the difference between this phenomenon and that blackish substance detected?</p>
<p>The combination of very high concentrations of sulfur dioxide and nitrogen oxide in the atmosphere, together with the occurrence of precipitation, causes acid rain to occur. In that period there were no downpours, rather some drizzles. It is not ruled out that in a specific place it has rained more intensely with a level of acidity higher than normal, but so far we have no reports where the pH of the water is acid. <p>“Riding in this type of exercise is very complex. We approach a meter from the water. The aircraft has an air power that creates a whirlwind. All the windows fog up. Practically the operation is carried out according to the instructions given by the technician to start the ascent or to descend a little more. The bambi bucket is operated and prepared by a weapons engineer who is also part of this type of preparation.</p>
<p>&#8220;That bucket has to reach the bay, make contact with the water, turn, fill and hang vertically to start the ascent, and then throw the water on the fire.&#8221;</p>
<p>Within two hours and thirty minutes, when they land at the Army General Staff, the crew will have made 30 emissions above the flames, which is equivalent to 75 tons of water in just one morning to put out the fire.</p>

<p>On Friday night, Aniel, Dairon and Emerson received a call from headquarters with the mission of extinguishing the fire at the Matanzas Supertanker Base. Aniel celebrated that day the 30 years of his wedding with Rebeca and had to get ready to go out first thing on Saturday.</p>
<p>From Military Unit 3710 of the Eastern Army Air Force, in Holguín, he took off the crew at dawn, and in the first light of day he surprised them while they were flying over Varadero. A few minutes later they arrived at the General Staff in Matanzas, enabled the aircraft and left on the first flight to the fire.</p>
<p>At 35 years old, the oldest Dairon González Espinosa confesses that reality always surpasses any image:</p>
<p>“When we fulfilled that first mission, we realized that the magnitude that we imagined was too small compared to the flames. There were columns of smoke that reached 3,000 meters in height. And a wingspan of about a kilometer. And the flames soaring. A very great experience. Seeing all the fire trucks that were buried there, debris on the flames, that&#8217;s something hard, unforgettable.&#8221;</p>

That same day, the Ministry of Science, Technology and the Environment (CITMA) reported that there were approximately 3,200 particles in the air. The cloud of smoke contained sulfur dioxide, nitrogen oxide, carbon monoxide, among other substances that were concentrated five kilometers high. The helicopters of the Cuban Air Force passed through there.</p>

<p>Nobody knows at that time, but when the Holguín crew returns to the Eastern Army base, they will have carried out more than 135 flight missions over the flames of the most important fuel reservoir in all of Cuba.</p>

Lieutenant Colonel Aniel Santiesteban points out that, in order to face a scenario as complex as the one experienced in Matanzas in the first days of August, the crew receives prior preparation: “This is one of the exercises that requires the most professionalism and experience, since the water intake is carried out at very low heights above the surface of the sea and the launch is over areas with very complex situations, fires and the presence of chemical substances”.</p>

				<content:encoded><![CDATA[<p><img class="alignleft size-full wp-image-16643" alt="Victimas accidente" src="/files/2021/02/Victimas-accidente.jpg" width="300" height="252" />Army General Raúl Castro Ruz, first secretary of the Party Central Committee, and President of the Republic Miguel Díaz-Canel Bermúdez sent floral wreaths to Havana’s Colon Cemetery yesterday to honor the five crew members who died in an accident on the morning of January 29. The helicopter in which they were traveling from the province of Holguin to Guantanamo crashed into a hillside.</p>
<p>Three Revolutionary Armed Forces (FAR) lieutenant colonels, Ernesto Verdecia Diaz, Luis Miguel Gonzalez and Nivaldo Garcia Herrera were laid to rest alongside heroes, martyrs and combatants who also fell in defense of the homeland, with FAR and Ministry of the Interior leaders on hand, as well as other compañeros.</p>
<p>Similar events were held to honor First Lieutenant Osnelvis Martínez Reyes, in Dos Caminos, in the municipality of San Luis, Santiago de Cuba province, and to First Warrant Officer Yoannis Alarcón Ramírez, in Río Cauto, Granma.</p>
<p>Floral tributes from the Ministry of the Revolutionary Armed Forces, the Association of Combatants of the Cuban Revolution, relatives and friends were also delivered to the ceremonies.</p>
